On Oct 10th 2023, NDRC, NEA, MIIT and MEE jointly issued the ”Guidelines to Promote Refinery Industry Green Innovation Quality Development”.
The target is to accomplish industrial scale demo & verification of green hydrogen-based refinery & chemical, carbon dioxide capture use & storage (CCUS) processes by 2030, and build a batch of referable and replicable green low-carbon benchmark enterprises, to support the national carbon emission reaching peak value before 2030.
To promote CO2 recovery and recycled use. To support refinery enterprises speed up CCUS demo application, and effectively reduce carbon emission. To explore and carry out hydrogen unit off-gas and FCC flue gas contained CO2 direct conversion, CO2 and methane dry reformation, CO2 hydrogenation to oil/chemical process demoes.
To support low-carbon process for H2 generation. To promote refinery Industry & renewable energy combined development, encourage the enterprise to greatly develop renewable energy-based hydrogen process. To support building green hydrogen-based refinery chemical demo projects, promote green hydrogen substitution, and gradually reduce the use of coal-base hydrogen in the industry. To encourage enhancement of hydrogenation process selectivity, apply hydrogen network integrated optimization, and reduce hydrogen unit carbon emission.
