MEE Acknowledged Admission of SCCIG Mega Size Project! EVA/POE Units Included

On Oct 18th, MEE website published the construction project environment impact evaluation paperwork submission & admission in the period from Oct 7th to Oct 13th 2023. The admitted projects included SCCIG Yulin Chemistry Co Ltd 15Mt/a coal gradient clean & high efficiency conversion demo project olefins/aromatics & downstream processing sections.

 

Main construction scope of the project would include coal thermal cracking, gasification, methanol to olefins, diesel hydrogenation, aromatics processing, degradable plastics, and battery electrolyte fluid production etc. Main process units are 13.5Mt/a thermal cracking (hydrogen presented cracking included), 5.6Mt/a methanol, 1480kt/a MTO, 31500Nm3/h water-electrolysis to H2, 19Mt/a diesel hydrogenation, 1.5Mt/a reformer/aromatics complex, 700kt/a light hydrocarbon aromatization, 2.2Mt/a refined PTA, 2.4Mt/a polyester, 260kt/a polycarbonate, 300kt/a polypropylene (PP), 300kt/a polyethylene (FDPE), 400kt/a poly-acetic acid-ethylene vinyl acetate (EVA), 50kt/a polyolefin elastomer (POE), 1Mt/a dimethyl carbonate (DMC), 220kt/a super absorbent polymer, 300kt/a polybutylene terephthalate adipate (PBAT), 67.8kt/a bio-degradable material (PBS), 30kt/a PTMEG (tetrahydrofuran homo-polyether), 210kt/a ethyl carbonate (EC), 80kt/a poly-3-hydroxy propionic acid (PPL), 330kt/a polyether polyol, 700kt/a propylene oxide, 150kt/a ethyl methyl carbonate (EMC), 600kt/a diethyl carbonate (DEC), 600kt/a polypropylene carbonate (PPC) etc, as well as attached utility and auxiliary facilities, to output more than 30 products, mainly resin materials, chemical new materials, degradable resin, battery electrolyte fluid etc, in the total quantity of 87.556Mt/a, including 83.172Mt/a as main products. Total investment on the project is estimated of CNY175.973bn.

 

The project is to use powdery coal cracking by-produced powdery coke as raw for gasification to produce methanol and, taking the basis of methanol as basic chemical raw material, through methanol downstream product chain interconnection, to extend the product chain in three different directions. The first, through large capacity MTO, to obtain olefin products as raw material for high value-added chemical material production; the second, apply gaseous phase methanol oxidation-carbonylation process to produce high purity DMC, which is then deep processed to produce diethyl carbonate (DEC), ethyl methyl carbonate (EMC) electrolyte solvent for high value-added battery electrolyte fluid production; and the third, apply methanol carbonylation process to produce acetic acid (AA), to be used for ethylene vinyl acetate production. AA + MTO olefin product coupling to produce ethylene vinyl acetate copolymer (EVA) and more chemical new materials, through AA hydrogenation to produce ethanol as the raw material for battery electrolyte fluids EMC/DMC etc.

 

Main part of the project is to be configured with 37 process units, including the units high-end chemical new material products such as 400kt/a EVA and 50kt/a POE etc.

 

AA unit: designed of 1.4Mt/a capacity to apply Shanghai Huayi (Group) Company self-developed methanol LP synthesis to acetic acid process, consisting of mainly AA synthesis, distillation, absorption and catalyst units. 

 

Vinyl acetate unit: designed of 840kt/a capacity, to apply Tianjin University vinyl acetate process, consisting mainly of solution preparation, oxidation reaction, gas-liquid separation, azeotropic distillation and product finishing process sections.

 

EVA unit: designed of 400kt/a total capacity composed of 4 production lines each of 100kt/a output, to apply Lyondel Basell HP batch process.

 

POE unit: designed of 500kt/a total capacity to apply self-developed process for 50kt/a polyolefin beads (elastic composite material) production.

The forum is to discuss the topics of, under the carbon peaking & carbon neutral background, EVA, vinyl acetate and up-/downstream processes (polyethylene alcohol[PVOH], EVA resin, polyvinyl acetate [PVA], VAE latex, ethylene chloride-vinyl acetate copolymer, ethylene-ethylene alcohol copolymer, acrylic fiber etc), supply & demand, new projects, industry development & market  opportunities etc.
