Recently, Shanxi Provincial DRC and Energy Administration jointly issued ”Shanxi Province Coal Industry Carbon Peaking Action Plan”, proposing to, in the direction of coal clean & high efficiency conversion, general upgrade the whole process chain carbon emission reduction level.
The “Plan” clarified that, Shanxi should orderly promote the optimal combination of coal and new energy, improve the comprehensive utilization level of coal associated resources and solid waste, to achieve coal industry green transformation and development, transform coal conversion processes, promote the transformation of coal conversion to fuel process to coal conversion to both fuel and raw material, and promote the transformation and upgrading of coal consumption.
In promoting the orderly substitution of coal in non-electric fuel use, the “Plan” encourages the use of renewable energy for hydrogen production and optimize the structure of raw materials for coal chemicals, ammonia and methanol etc.
In terms of improving the conversion efficiency of coal as a raw material, the “Plan” calls to actively develop coal based specialty fuels and coal based biodegradable materials, expand the diversified comprehensive recycling pathways of coal, oil, gas, and salt, cultivate carbon based new material industry clusters, build fiber new material product demo bases, and promote the transformation of coal towards high-end high carbon fixation products. According to national requirements, steadily promote North Shanxi CTL/CTG strategic base construction. Encourage coal processing integrated carbon capture use and storage (CCUS), and carry out pilot for high concentration carbon dioxide capture and storage (CCS).
The “Plan” also proposes to carry out innovative coal process R&D, support the development of green and low-carbon cutting-edge technologies such as large-scale low energy demanding capture of carbon dioxide and mineralization conversion and utilization. Encourage large-scale coal enterprises, national level innovation platforms in the energy sector, and national level research institutes to form strong alliances and focus on key technologies in coal raw material and material utilization.
