MEE Examined Two Xinjiang 800kt/a Major CTO Project!

On Dec 27th 2023, MEE placed three environment impact evaluation reports, respectively for Hulin-Changchun natural gas pipeline project (Hulin initial stationChangchun gas compression & connection station section), Xinjiang Dongming Plastic Co Ltd 800kt/a CTO project, Xinjiang Shandong Energy Chemical Co Ltd Zhundong Wucaiwan 800kt/a CTO project, online for publicity before grant of approval, the public notice period would last from Dec 27th 2023 to Jan 3rd 2024 (5 working days). 

 

Dongming Plastic project scope would include the main process units, storage/transportation, utilities, environment facilities as well as back-up devices. 10 main process units, i.e. ASU, gasification, reforming, rectisol wash, sulfur recovery, methanol synthesis, MTO, PE, PP and water electrolysis units would be built in the project;

 

Storage/transportation would refer to 6 circle shape closed coal silos, 30 storage tanks and 8 loading/unloading stations; utilities would include a spent heat saturated steam turbine package and more; environment facilities would include 2 waste gas incinerators and a combined WWT yard; back-ups would include the park fresh water supply, the park slug yard, hazardous waste treatment etc. The project is mainly to produce polyolefins. Total investment on the project is estimated of CNY19.117bn, including CNY1.52bn, or 7.95% of the total, for environmental expenses.

 

The project is contracted to accomplish two process demos, “20000Nm3/h water to hydrogen unit” and dry powdery coal gas flow bed HP gasification semi-waste boiler process flow and, through in-depth coupling of ”green hydrogen“ with modern coal chemical, to realize energy efficiency and carbon reduction. The project near future CO2 emission is designed of 5.71t/t product, far below the industry average level of 10.5t/t olefin by 45.6%. In long-term, the CO2 emission would further decrease to 5.25t/t, a 50% reduction from the industry average.

 

Shandong Energy Chemical project would also include main process units, storage/transportation, utilities, environment facilities as well as back-ups. The 13 main process units of ASU, gasification, reforming, rectisol wash, sulfur recovery, methanol synthesis, MTO, olefin separation , steam cracker, 1-butylene, PE, PP and water electrolysis would be built for the project.

 

Similarly, storage/transportation would include 6 closed coal silos, 36 storage tanks and 8 loading/unloading stations; for utilities, 2X380t/h (1 in operation and 1 standby) HTHP powdery coal boilers would be installed; a waste gas incinerator and a combined WWT yard would be included as environment facilities; the back-up devices would also consist of the park fresh water supply, the park slug yard, hazardous waste treatment etc. The project is likely designed to mainly produce polyolefins. Total investment on the project is estimated of CNY20.858bn, including CNY1.667bn, or 8.0% of the total, on environmental expenses.

 

The hydrogen gas by-produced from methanol unit of the project and generated from water electrolysis would be directed to MTO, PP and sulfur recovery units as a raw material. The water electrolysis to hydrogen unit would apply alkaline electrolysis to generate 12,000Nm3/h hydrogen and 6000Nm3/h oxygen gases.
