• Hengli 20Mt/a RCI project plans to be put into operation in Oct 2018, which is expected to become the earliest built word-class petrochemical industrial park among the seven main petrochemical bases;
• Hengli will build 1.5Mt/a ethylene project, 2.5Mt/a PTA project, creating the safest, most environmental-friendly petrochemical demonstration park in the world;
• The 3rd China Refining & Chemical Integration Conference will be held on Jun 27-28 in Dalian, and the expert from Hengli Petrochemical will be present and introduce “Hengli 20Mt/a RCI project and 1.5Mt/a ethylene project”.
In 2015, Hengli Group 20Mt/a refining & chemical integration (RCI) project, with total investment of CNY 56.2bn, was started the construction in Changxing Island Petrochemcial Base, Dalian City. The project uses full hydrogenation process, with hydrogenation capacity of 23Mt/a, to build 4.5Mt/a aromatics units, oil refining units, chemical units, as well as supporting facilities.
Main Parts of Hengli 20Mt/a RCI Project
The project has been listed in < Opinions of the State Council on Recent Major Policies & Initiatives to Support Rejuvenation of Northeast China> and <Three-year Rolling Implementation Scheme to Promote Rejuvenation of Old Industrial Bases, i.e. Northeast China (2016-2018)>, which uses international advanced process packages, including Chevron, Lummus, GTC, Grace, Topsoe, Axens etc., plans to complete installation and start commissioning in late Jul 2018, strives to put into in Oct 2018, and reaches the target output in 2019 Q1, and it’s expected to become the earliest built word-class petrochemical industrial park among the seven main petrochemical bases. It is predicted that the project will realize the annual operating revenue of CNY 91.6bn, and average net profit of CNY 12.88bn.
In order to make the best use of by-products from Hengli 20Mt/a RCI project, as well as maximize advantages of RCI, Hengli Group planned to build the 1.5Mt/a ethylene project, with total investment of about CNY 21bn. Construction scopes of the projects include 1.5Mt/a steam cracking unit as well as 12 downstream units including 900kt/a MEG unit and 720kt/a styrene monomer (SM) unit, where each unit will use international advanced process, with the largest single unit capacity in the world.
Unit Capacity of Hengli 1.5 Mt/a Ethylene Project
The project has obtained government approval, and completed package design. It is speeding up equipment procurement and detailed design work now, started pile foundation construction in Apr 2018, plans to start construction in H1 218, and to be put into operation by the end of 2019. Estimated by the basis of Sinopec average price in 2017, it is predicted that the project will realize the annual operating revenue of about CNY 35.3bn, and after-tax profit of CNY 7.27bn.
Besides, Hengli Group will invest CNY 2.9bn for the construction of 2.9Mt/a PTA-4 project. The new PTA unit will use the latest technology developed by INVISTA, and plans to start construction in H2 2018, and to be put into operation by the end of 2019. Then, Hengli Group will increase its PTA capacity from current 6.6Mt/a to 9.1Mt/a, and become the largest PTA production base in the world, with best product quality. It is predicted that the project will have the annual sales revenue of about CNY 11.25bn, and annual average profit of CNY 0.91bn, after reaching the target output.
It is predicted that, by 2020, Hengli Petrochemical (Changxing Island, Dalian) Industrial Park will realize total investment of CNY 150bn, annual output value of CNY 300bn, profit and tax of CNY 65bn, and become the safest, most environmental-friendly ecological petrochemical demonstration park in the world, which will promote Hengli Group to build the whole industrial chain of “crude oil-aromatics-PTA-polyester- civil filament & industrial yarn- weaving”, change the situation of “big oil head, small chemical tail” of Dalian’s petrochemical industry, speed up the transformation & upgrading of traditional industry, and help to support rejuvenation of Northeast China. Meanwhile, it will break the situation of import dependence of petrochemical raw materials in China for a long time, and effectively promote the international discourse right of aromatics and olefins for China, guaranteeing the safety of national petrochemical industry. In the future, Hengli Group also plans to start the construction of the fine chemical park by using ethylene as basic chemical raw material.
