The “Plan” clarified that, by 2025, national unit GDP energy consumption shall reduce by 13.5% comparing to 2020, bring general energy consumption under rational control, totalized COD, N-NH3, NOx and VOC emission reduced respectively by 8%, 8%, 10%+ and 10%+ from the level of 2020.

The “Plan” deploys ten major projects, including coal clean & efficiency conversion:

Coal clean & efficiency conversion: with coal as the basic national energy resource, the country should adhere to the principle of establishing before elimination, to strictly and reasonably control the growth of coal consumption, and pay attention to coal clean and efficient conversion. By 2025, non-fossil energy shall account for about 20% of the national consumption. In “14-5” period, coal consumption in Beijing-Tianjin-Hebei and peripheral and Yangtze River Delta areas shall drop by 10% and 5% respectively. The consumption of Fenhe River/Weihe River Plain shall realize negative growth.

The “Plan” suggests to perfect policy mechanism from eight aspects. The first is to improve and perfect energy consumption dual-control system:

To improve and perfect energy consumption dual-control system. State administration is to apply baseline and stimulus dual target control over the reduction of energy consuming intensity in “14-5” period of individual provinces (autonomous regions, municipalities), and the provincial (autonomous regional, municipal) authorities shall break down them to annual targets. The state is to perfect the way for general energy consumption definition, while the provincial (autonomous regional, municipal) authorities shall determine annual general consumption targets based on the regional GDP growth and energy intensity reducing schedule, for areas of economy growth exceeding predetermined target, energy consumption general is allowed to readjust accordingly. For areas with energy consumption intensity reduction approaching to stated assigned stimulus target, the consumption general can be exempted from check and inspection in the periodic dual control exam. Newly installed renewable energy-based electric power consumption of individual areas in “14-5” period shall be excluded from regional consumption general. Raw material-use energy consumption is excluded from national and/or regional dual control exam. The state shall list national major project energy consumption in separate schedule in an orderly way, to support the construction of these major projects.

STATS Issued Report on 2021 Ra Coal, Crude Oil & Natural Gas Production

On Jan 17th, National Bureau of Statistics published the report on energy production of Dec 2021.

In 2021, China produced 205.3bnNm3 of natural gas, increasing by 8.2%; 2021 gas import totalized up to 121.36Mt, increasing by 19.9%, both on previous year basis.

In 2021, the country produced 4.07Bt of raw coal, increasing by 4.7% over 2020 or 5.6% over 2019, two years average growth was thus 2.8%; coal import was 320Mt, increasing by 6.6% over the previous year.

2021 crude oil output was 198.98Mt, increasing by 2.4% over 2020 or 4.0% over 2019, resulting in a two-year average of 2.0%; crude processing was 703.55Mt, growing 4.3% over 2020 and 7.4% over so as a two-year average yearly growth of 3.6%.

Anhui Tanxin Started Work on Methanol Combined Conversion Project

On Dec 31st 2021, Tanxin Technology methanol combined conversion project owner kick-off meeting was held at Donghua Technology’s HQ, officially opening the stage curtain of the project construction.

The project is to build a new 600kt/a ethanol plant, along with a pulverized coal gasification unit, gas cleaning and separation units, and borrow facilities of existing methanol plant for ethanol production.

Hubei Yidu Xingfa Received Approval for 1.05Mt/a Methanol Project

On Dec 31st, Hubei Province Development & Reform Commission issued approval reply to Yidu Xingfa Chemical Co Ltd on registration of a 1.05Mt/a methanol new material project.

The project is reported of CNY5.20684bn capital to build a 1.05Mt/a coal-to-methanol complex composed of raw storage, gasifier, reformer, rectisol, sulfur recovery, methanol synthesis & distillation, as well as utility and auxiliary facilities.

Henan Energy Yongcheng Begins Work on Green New Material Project

On the morning of Jan 4th, Henan Energy Yongcheng Site Henan Longtai New Material Technology Co Ltd held a ceremony to lay corner stone for the company’s green new material phase I (“Longtai New Material) project.

The project is a CNY6bn investment, including CNY1.1bn capital for phase I construction. By full completion, the project would furnish capacities for 400kt/a dimethyl carbonate, 300kt/a methyl ethyl carbonate with 45kt/a diethyl carbonate cogeneration, 200kt/a absolute ethanol, 130kt/a optical grade polycarbonate, and 30kt/a lithium hexafluoro phosphate etc.

Pucheng Clean Energy Chemical Recorded New Heights of Output, Sale and Profit

In the whole year of 2021, Pucheng Clean Energy Chemical produced 2.215Mt methanol and 747kt polyolefins, sold 742kt PO grades; realized CNY6.9bn business income and CNY360mn profit total, achieving the best performances of output, sale and profit since the company’s initial start-up.

Yingcheng Hongyi Opened Bid for IGCC + Ammonia Project Construction

On Jan 4th 2022, CNCEC 11th Construction Inner Mongolia Branch received award letter from Yingcheng Hongyi for the bid of the latte’s IGCC distributed energy supply carbon neutral process demo & ammonia green process upgrading project coal gasification + ammonia complex construction.

Yingcheng Hongyi project is designed to build a 400kt/a ammonia unit and a gas turbine IGCC power generator system, including air separation, coal gasification, gas turbine, reformer, rectisol, liquid nitrogen wash, sulfur recovery, ammonia refrigeration, whole site flare stack, as well as other utility/auxiliary facilities.

ZTHC Refreshed Multiple Performance Record in 2021

ZhongTianHeChuang made prompt responses to “energy consumption dual control”, to various negative factors including the high price of raw coal and other auxiliary chemicals and, under the leadership of quality CPC party construction, worked hard on operation stability, sophisticated management and performance improvement, created multiple heights in business operation in 2021. Last year the company’s methanol and olefin outputs were 4.3003Mt and 1.4008Mt, increasing by 5% and 11% respectively over the previous year. Business income and profit total both increased by 35%. Energy consumption of coal-to-methanol and coal-to-olefin processes hit GB standard advanced benchmark level, and the coal consumption per kWh was kept the lowest in the plant history.

2021 Yan’an Energy Chemical Business Income Exceeded CNY7bn

In 2021, Yan’an Energy Chemical took market trend as the guide, strengthened technical works for intensified process control, and gave full play to the advantages of production to marketing linkage, thus, up to Dec 20th, the company had totalized 948.3kt of chemical sales and realized 21.99% growth of sales revenue over the previous year, as the best level since initial start-up of the plant.

2021 is the first complete operating year of the company, realizing CNY7.086bn revenue from various sales, increasing by 25%, and CNY4mn net profit, or 116% of the annual assignment target, CNY350mn.

CHN Energy Baotou Succeeded in Commissioning of Methanol Debottlenecking Project

On Jan 18th, Hualu Engineering EPC contracted CHN Energy Group Baotou methanol synthesis process debottlenecking project was proven success in initial start-up, by obtaining on-spec methanol product.

CHN Energy Group Baotou Coal Chemical Co Ltd is registered at Jiuyuan Industry Park, Baotou City of Inner Mongolia Autonomous Region, occupying a site of 250 hectares area. Scope of the company, based on CNY18bn capital investment, includes coal gasification unit, 1.80Mt/a methanol, 600kt/a MTO, 300kt/a PP and 300kt/a PE etc. The whole construction reached completion in 2010, and began business operation on Jan 1st 2011.

The project was to revamp the original methanol system by adding a new synthesis unit to debottleneck and eliminate potential working safety risk, while increase the methanol capacity to design level for better overall profitability. The project was financed with CNY153.15mn capital to install a new unit of 1130t/d refined methanol. The project sources main raw materials from syngas supply and other auxiliaries of the existing plant.

Shaanxi Future Energy Started up LPG Separation Project

At 7: 45 Jan 7th 2022, Future Energy LPG separation project was initially started up with full success, obtaining on-spec product. The main product, propylene, reached 99.6% assay, meeting to GB polymer grade propylene specification.

The project is located inside the company’s mega size coal indirect liquefaction (ICTL) process demo site, built by CNY60mn capital investment and in an EPC contracting pattern. Field construction was initiated on Apr 26th 2021 and began commissioning organization on Jan 5th 2022. Once put in operation, the project is expected to process 110kt/a LPG and earn CNY30mn additional profit.

Thereafter at 11:00 Jan 10th 2022, the company’s film separation project was also proven a success by outputting on-spec hydrogen, of 95.1% purity, better than design specification.
