In 2026, ongoing world geopolitical conflicts have kept crude oil prices at high levels. Consequently, China's Coal-to-Olefins (CTO), Coal-to-Liquids (CTL), and Coal-to-Natural Gas (SNG) sectors are experiencing a period of immense cost advantages and surging profitability. Led by industry giants such as CHN Energy (former Shenhua), ChinaCoal, Shaanxi Coal, Baofeng etc, this trend has sparked a new wave of investment about hundreds of billions of RMB.
The “Outline of the 15th Five-Year Plan” calls for accelerating the development of strategic coal-to-oil and gas production bases in regions such as Ordos (Inner Mongolia), Yulin (Shaanxi), Zhundong (Xinjiang), and Hami (Xinjiang). The three major bases in Xinjiang—Zhundong, Hami, and Yili—are currently attracting a combined total of over 600 billion RMB in proposed and under-construction projects.
However, amidst these profit windfalls and investment surges, newly proposed projects face stringent constraints regarding energy consumption and strict carbon emission quotas. The integration of "Green Electricity & Green Hydrogen" has emerged as the critical factor for securing regulatory approval for new coal chemical projects, while high-level planning and operational excellence are the prerequisites for ensuring sustained profitability in the future.
