Sep 21, 2018, People’s Government of Shandong Province released <Inform on Release Shandong Province New Energy Industry Development Plan (2018-2028)>.
The <Plan> covers NEV, nuclear power, smart grid and energy storage, heat pump, solar energy, wind energy, biomass energy, hydrogen energy, flammable ice and ocean energy etc. fields.

In key tasks, the <Plan> points out: accelerate distributing frontier industries. Among, hydrogen energy part points out: by 2028, whole province hydrogen energy industry output value strives to break CNY 50bn.

Actively introduce China and abroad advanced fuel cell technologies, launch the fuel cell stack, fuel cell optimization control, fuel cell fundamental material and process mechanism etc. key technologies tackling, accelerate increasing fuel cell stack system reliability and engineering level, gradually perfect related technology standards. Increase FCV whole vehicle research ability, optimize integration and control technology. Breakthrough high efficiency and low-cost renewable energy hydrogen preparation technology and coupling the renewable energy power’s high efficiency and low cost’s hydrogen energy storage technologies.
Advance whole province hydrogen preparation, storage and transportation and filling etc. infrastructures’ construction, construction network framework which keeps pace with hydrogen energy industry development. Support coking enterprises, syn-ammonia enterprises and methanol enterprises venting hydrogen recovery. Actively explore many kinds of hydrogen storage and transportation mode, encourage national and local energy enterprises participate in or distribute demonstration cities’ hydrogen energy infrastructure construction, build hydrogen energy infrastructure inter-city high-speed corridor, stimulate FCV inter-city and regional operation, and construct proper excessed FCV development’s sustainable hydrogen energy infrastructure system.

Set Jinan, Qingdao and Weifang as main points, set foot in frontier and build-up high technology, comprehensive popularize and utilize hydrogen energy. Actively advance construction of Jinan ‘China Hydrogen Valley’, promote hydrogen energy preparation, storage and transportation, hydrogen filling infrastructure and fuel cell key parts and key materials etc. directions leading central enterprises setting in Shandong. Rely on the key enterprises in Jinan and Weifang etc. cities, construct hydrogen fuel cell innovation center, core parts and key parts production base, strives to walk in the lead of the whole country on development of FCV.
The <Plan> will organize and implement 5 major projects, among, industry and application integration demonstration project is included:
Focus on Shandong future hydrogen energy etc. new energy development key areas, rely on key parks, key enterprises and major technology platforms, put effort into construct industry-city integration, industry-use coupling, industry-research combination and multi in 1’s modern new energy integration demonstration zone.
Hydrogen energy industry and application integration demonstration zone: Focus on Jinan, Qingdao, Weifang, Liaocheng and Zibo etc. abundant hydrogen resources and industry cluster cities, use diversification hydrogen energy preparation and utilization as finger, priority construct hydrogen energy industry and application integration demonstration zone which integrated with hydrogen energy fields R&D and production, green travel, hydrogen energy environmental protection housing experience etc. Support launching FCV demonstration operation, actively cooperate and promote new energy power industry supported facilities’ construction, accelerate promoting FCV industrialization pace. Support to construct ‘China Hydrogen Valley’ integrated with ‘Hydrogen Energy Science and Technology Park’, ‘Hydrogen Energy used Industrial Park’, ‘Hydrogen Energy Display and Commercial Zone’ in Jinan New & Old Power Energy Conversion Pilot Demonstration Zone. Meanwhile, in demonstration zone, take the lead in implementing hydrogen energy pilot plan, popularize hydrogen energy public affair, bus, municipal administration special used vehicle and city logistics vehicle, and promote construction of hydrogen energy infrastructure, accelerate demonstration vehicles and lines operation and demonstration.

Guangdong Foshan: <Guidance on Deepen Public Transportation Supply-side Structural Reform and Accelerate Foshan Development of Paratransit> (Exposure Draft) (May 2018)
May 2018, Guangdong Foshan City Transportation Bureau drafted <Guidance on Deepen Public Transportation Supply-side Structural Reporm and Accelerate Foshan Development of Paratransit> (Exposure Draft) and sought for public opinion, period is from May 2, 2018 to May 11, 2018.
<Guidance> pointed out that, paratransit is a part of urban public transportations, and an important supplement of urban conventional buses. To advance development of paratransit of Foshan City in 13th FYP, Foshan City Transportation Bureau proposed that: encourage paratransit using hydrogen energy and pure electric etc. new energy vehicles, newly purchased paratransit should be FCV or BEV. Before Dec 31, 2019, using current vehicles to participate in paratransit operation, priority selects FCV and BEV; and to which using oil-fueled or gas-fueled vehicles, tail gases emission should reach standards of China-IV and higher. From 2020, to paratransit operation in urban, oil-fueled or gas-fueled vehicles are not allowed to use.
Guangdong Foshan: <Foshan City Air Quality Reaching Standard Planning> (Jun 2018)
Jun 2018, Guangdong Foshan Environmental Protection Bureau released <Foshan City Air Quality Reaching Standard Planning (Exposure Draft)>. <Planning> proposed that, from 2018, new increased and updated buses 100% popularize and use BEV or FCV; by the end of 2019, whole city buses all use BEV or FCV. Besides, from 2018, the city new increased or updated taxis and sharing vehicles all use NEV, among, BEV rate reaches more than 80%.
