Industrial Application of Independent Intellectual Phosgene-free Process Helps the Development of China’s Polycarbonate Industry

In recent years, China’s polycarbonate (PC) industry developed fast, and became largest PC producer and consumer in the world. By Jun 2018, 7 PC projects have been built in China, with total capacity of 925kt/a. Especially, commissioning of new PC projects such as Zhetie Daphoon, Luxi Chemical, Wanhua Chemical, broke monopoly in China’s PC market by foreign industry giants, forming a multipolar competing pattern.

However, China’s PC industry is still facing the situation of large import and high external dependency. In 2017, PC apparent consumption in China was about 1.75Mt/a, and PC production was more than 650kt. While the situation of large import has not been completely changed, and import and external dependency were 1.385Mt and over 60%, respectively, with net import larger than 1Mt for several years.

Due to huge market demand, high value added of product, advancing by capital/technological resources of both home and foreign investors, as well as encouraging & supporting by national policies, PC has become one of directions for high-end transformation and upgrading of petrochemical companies. However, as a high technical threshold industry, there is an urgent need for making a breakthrough in R&D and industrial application of independent intellectual PC technology.


Chengdu Organic Chemicals Co. Ltd, CAS (Chengdu Institute of Organic Chemistry, CAS) has engaged in the study of R&D and industrial application of phosgene-free melt transesterification PC process for many years. In Apr 2016, four party cooperation agreement signing ceremony for Lutianhua China Bluestar Novel Material Co Ltd 2X100Kt/a PC project was held, and the project has total investment of CNY 10.494bn, and will be built in two phase. Phase I of CNY 2.7bn capital investment will build a 100kt/a phosgene-free project. Diphenyl carbonate (DPC) production uses phosgene-free transesterification process developed by Chengdu Organic Chemicals Co. Ltd, CAS; while PC production uses phosgene-free melt transesterification process developed by China Bluestar Chengrand Chemical Research & Design Co Ltd.


The project has started construction after EIA approved by Sichuan Environmental Protection Office on Feb 10th 2017, and the progress is going well. In Jun 2018, core equipment of the project has been hoisted, and is promoting towards the goal of DPC unit commissioning and PC unit mechanical completion on Sep 30th 2018. After completion of the project, it will become a PC project of independent intellectual phosgene-free melt transesterification PC process, which is of great significance to the health development of China’s PC industry.
